To create a usable peer-to-peer network (assuming that you've got working NICs,
everything's cabled correctly, etc):

1) On each computer, right-click on the Network Neighborhood icon and choose
Properties from the pop-up menu.
-- click on the Identification tab. Give each computer a different Computer
Name, but make sure that the Workgroup name is identical (it can be the default
WORKGROUP).
-- Click on the Configuration tab. Check that Client for Microsoft Networks is
listed on both computers. Check that your NIC is listed. Check that a
networking protocol is listed. If it's TCP/IP, click on the TCP/IP-> 3Com 905c
item (not the one listing TCP/IP -> Dial-Up Adapter); click on the Properties
button. If the IP Address tab reads: "Obtain an IP address automatically" ask
yourself whether your computers are in fact obtaining an IP address from
anywhere. (Hint: Routers typically serve IP addresses to connected computers
(this is called DHCP); Hubs don't). You can set IP addresses manually, within
the ranges set aside for local area networks (rather than the Internet). For
instance, make one computer:
192.168.001.001     and make the second one:  192.168.001.002
Make the Subnet Mask the same for both: 255.255.255.000

(Or rather than fuss with IP addresses, click on the Configuration tab's Add
button, then choose Protocol, then Microsoft, then  NetBEUI. NetBEUI is a
networking protocol designed for small networks that doesn't require any
further configuration. It's dumb but reliable... I've found adding NetBEUI
solves a lot of networking issues-- I just added it to a new WinXP workstation
at my work, for instance).

If you make changes to your Network properties, have your Win98 CD handy and be
prepared to restart.

2) On ONE computer, turn on File Sharing, (Again, right-click on the Network
Neighborhood icon and choose Properties). Click the File and Print Sharing
button, and add a checkmark to the [ ] "I want to be able to give others access
to my files" option.

Again, have your Win98 CD handy and be prepared to restart.

3) On THAT computer, set at least one folder or drive as shared-- to do that,
locate the folder or drive in Explorer or My Computer, right-click, and pick
SHARING from the pop-up menu. Decide whether you want the item to be Read-only
or Full (Read-Write), and optionally set a password and give it a meaningful
Share Name. (I would recommend using a password if you have broadband Internet
or anticipate adding Wireless at some point). Repeat for each folder or drive
you want to make available to the other computer. (You don't need to share
subfolders within a shared drive or folder).

4) Now you ought to be able to access the shared folder(s) or drive(s) from the
other computer, either by browsing through Network Neighborhood, or by simply
typing in the Start Menu's RUN command. For instance, if you have a computer
named DELL with a shared folder named DOCUMENTS, on the OTHER computer, you
could click Start then Run, then type:

\\DELL\DOCUMENTS 

to access that shared folder. You'll be asked for a password if one is
required.
