It's a spring loaded push button switch.

Do You mean the power supply is always furnishing power when the
plug is plugged in to a A.C. power outlet?

I keep the UPS turned off that the XP box is connected to.

When I punch the push button switch on the box to turn it on I
always hear the Power Supplys Fan run for a second or two.

In 2006 when I turned it on the day after I bought it, my wife
heard the fan run on start up and thought there was a problem
with the computer, she wouldn't listen to me that, that was a
normal sound that she heard.

We went to the store and asked a tech if he would shut down a HP
XP computer and turn it back ON after waiting a bit.

He did, and when the power button was pressed to turn the
computer on there wasn't any start up noise from the fan.

After a bit I asked the tech to shut it down again and unplug the
power cord from the outlet on the back of the case.

After we waited 10 or 20 seconds, the power cord was plugged back
in and the front panel power button was pressed, and the Fan made
a noise just like it did at home.

So I was right that time about where the noise was coming from
and have been using the computer ever since.

I would think if the power supply was furnishing power to the
motherboard, the CPU would also be powered up even though the
push button power switch hadn't been pressed? Right or Wrong???
