I've seen no use at all in spending extra money for minutes and services
I'm not using.  This has worked out well for me.  :)

If I have service in the area, I'll probably have mine on... or my
friend will have hers on (she's got the more traditional service), for
the picnic weekend.  I can see that it might be a good thing to be able
to find each other at some points... ;)

Earlier this year, I was part of a committee that was running a weekend
retreat, and we were all supposed to be able to contact each other via
our cell phones, if necessary.  So, I dutifully added my number to the
list, and prepared to have the phone on for the weekend... only to find
out that my phone, at least, had no service anywhere on the retreat
grounds!  It got turned off... ;)  There were enough others to contact
each other, anyway... :)

In slight defence of my mom, she got introduced to the cell phone
concept at a point where it was essentially her lifeline to my sister,
in another part of the house, in the middle of the night, when she
needed help with my dad.  But that's an entirely different scenario. :)

I have, now, put both my home phone (which she already knew) and my
cell phone numbers into my mom's cell phone... so now she can have the
fiction of being able to contact me, in a more tangible way.  It's still
going to be the case that she can only reach me when I'm actually
available, and not just any time that she thinks she might like to get
me.  At least she can leave me a message on my cell's voicemail.. but I
don't get it until the next time I turn on the cellphone...  But she's
somewhat mollified now... :)
