There were quite a lot of mainly Irish military types - warders,
police and soldiers.  The bureaucraps, as you intimated, were probably
mostly people who had made themselves unpopular with the Lords, such
as William Bligh (ex-Bounty), or "remittance men", who were sent money
by their families to stay away from Britain in a place where their
behaviour would not embarrass the rest of the relatives.

Of those who had, "left our country for our country's good", as the
popular song put it, some were quite highly skilled in trades or
professions, including architects, builders and farmers, and of course
prostitutes and housemaids who had pawned the mistress's jewels.
Although all these convicts were transported to Australia, they were
mostly given limited periods for their sentences, and once they had
done their time, were free to go - but where?  I suppose a few managed
to pay their passage back to England, but most of these now freemen
chose to accept land grants and start farming.  The relatively few
ladies were in great demand as wives or "house-keepers".

My own ancestors were highly respectable Scots who settled in the
bleakest, coldest part of South Australia that they could find.
Another worthy branch of the family went to New Zealand and made the
best moonshine in the whole of the South Island.

      Title: WHISKY RAREBIT
 Categories: Starters, Mains, Cheese
      Yield: 4 servings
 
     28 g  Butter
    170 g  Cheddar cheese; grated
           Ds Mustard- English
      1    Egg yolks
      1    Egg whites; stiffly beaten
      1 tb Wine- whisky
 
  If you're going to do something, do it well. This is much more than
  your average cheese on toast.
  
  Melt the butter in a pan and add the grated cheese, whisky, mustard
  and some salt and pepper. Stir over a very low heat until the mixture
  melts smooth. Remove from the heat and stir in the egg yolk, then
  fold in the white with a metal spoon. Spoon over four slices of hot
  toast and place beneath a medium grill. Ready when brown and bubbling.
