When both coils are redhot (HI), water boils quickly, saute goes
quickly, etc.  If the outer coil comes on for at the 2 setting, then you
get that level heat at the outside ring of the pan bottom, if the inner
one does, you get that level heat in the middle of the pan bottom. 
Depends on what you want.  3 has both coils working at medium heat, so
good for a slower pace... and eventually will bring water to a
near-boil, if not a full boil.  LO turns off the same coil as 2 did, for
that particular burner... so same considerations.  That one often works
well for a simmer, either way it may be set up.  WM does a good job of
cooking at a very low temp all day, but might not hold a simmer. 

Actual settings vs perceived...?   Well, that probably would be fuel for
discussion... ;)

Question is moot, anyway... as the stove is just part of the mainly
disfunctional kitchen... (G)  So, highly unlikely that all you lot of
cooks would be standing over it arguing about whether or not it did what
You wanted it to... ;)

One of the first uses I put the microwave to, was heating a cup of half
milk and half chai tea mix.  Something that I didn't have the means to
do simply before, as I didn't want to take the effort to keep track of
warming the milk on the stove.  ;)
