The facts have made interesting reading for engineers.

There has been much written on the cause and effect of Katrina, and
the "Draft Final Report" of the Interagency Performance Evaluation
Task Force runs to some 6000 pages.  The facts are that the area is
composed of thousands of metres of soft sediment, and any load on it
results in settlement.  Pumping water out of that area resulted in
further settlement, so that it became even further below sea level.
The levees were originally poorly designed, with inadequate
foundations, and had also settled due to their weight, so they failed
either by sliding horizontally or overtopping.

Katrina originally developed to Cat 5 while in the Gulf, but its
intensity had dropped to Cat 3 by the time it struck the mainland on
29th August 2005.  It brought a huge amount of rain, which contributed
to at least 1/3 of the flooding.  The failure of the levees resulted
in flooding to a depth of 3 to 4 metres in New Orleans East.

In July 2004, FEMA had conducted an exercise in emergency planning for
the effects of a hyperthetical hurricane "Pam".  Most of those plans
were abandoned or modified at the last moment as Katrina approached.
It is significant that the local SPCA had a policy of removing the
animals under its protection whenever it learnt that a Cat 3 or
greater storm was approaching.  It did that, and no loss of animals
under its care occurred.

      Title: Red Beans and Rice New Orleans
 Categories: Beans, Rice, Meats, Main dish
      Yield: 8 Servings
 
      2 lb Red beans
      2 T  Bacon fat
    1/2 lb Pickled pork, diced (or a
           -jar of pickled ham hocks,
           -diced)
      2 cl Garlic, minced
      1 md Onion, chopped
      1 c  Tomato ketchup
      1 T  Vinegar
           Salt and pepper to taste
      1 t  Tabasco
      1    Sprig of fresh thyme or
           -pinch of dried thyme
      1 c  Lean ham, diced, (or 1 ham
           -bone)
 
    Clean and wash beans. Soak beans overnight in water to cover, When
  ready to cook, drain off all the water. In a heavy pot, heat the
  bacon fat and brown the diced pickled pork. Add garlic and onion and
  cook for about 10 minutes. Add beans, ketchup, vinegar, salt, pepper,
  tabasco and thyme. Cover with fresh cold water, making sure there is
  enough water. The beans must cook thoroughly. After the water has
  come to a boil, reduce heat and simmer beans until semi-cooked, about
  1 hour. Mash about a cupful of beans abnd return them to the pot. Add
  the diced ham or bone and cook slowly for 2 to 3 hours, or until the
  beans are thoroughly cooked and the sauce is thick and creamy.
    Serve with fluffy Louisiana boiled rice and garnish with fried ham,
  slices of fried country sausage or pork chops. Also serve chopped
  onion, vinegar and tabasco on the side with lots of French bread.
