Sounds like you meant the commissary but wrote PX--a common mistake for
those not familiar with what's what.

Shopettes have a bit of the PX, bit of the commissary. Good if you want
to grab a loaf of bread & gallon of milk without having to go to the
commissary. Not good if you want to buy groceries for the family and
intend to do "real" (instead of microwave heat & eat) cooking.

I was on a couple of Marine bases before Steve joined the Army but as an
adult and with someone authorised to be on them--didn't bother me any.
Then too, things were laxer before 9/11 except in times of war.

The ones I was thinking of had a formulation without optical brighteners
that we were supposed to use for washing uniforms. The formulation with
the optical brighteners was good to take when we travelled. I had my
detergent and fabric softener for doing laundry "on the road" without
carrying powders or liquids.

And, not having other tie downs, allows you to wander the world.

Yes, if he can't drive, we can't come to the picnic. He's going to call
NC-DMV tomorrow to try and get a definitive answer.
