Sorry, but it seems to me it is not very well.
Today I have thought for a whole hour at my office (Monday is a heavy day do
you know) and at last I understood the sense of the phrase.

So, who is Liza? It's elementary, Watson! (c) Sherlock Holmes ;=)

2. Liza was such a small girl, that Mr Darling, when was HIRING (ENGAGING)
her, looked at her doubtfully, to the effect, could she be a servant in his
house. It seemed, that he could not hire her if she had been under 10 years
old.  But little Liza wanted that work very much and HAD SWORN that SHE HAD
ALREADY BEEN TEN YEARS OLD (or she would never see ten again).
