What 'over every limit' would that be? When someone shows an intent to
have sex with a minor by making an international flight and attempting to
contact the '14yo girl' proves what his intentions were.

Television uses the airwaves that are regulated by the Federal
Communications Commssion, under authority of the US Congress. I doubt that
anyone paid a fine over that incident. It's only blown out of proportion
in your mind.

The officer didn't do that. Therefore, he's not responsible for the intent
of Blom. No one made Blom do what he did. He was free to think those
thoughts and free to make the video he sent the 14yo girl. He was also
free to stay home or make the trip. Bad choices are made by all sooner or
later.
