The penal code you're looking for is the one where minors who engage in
sex 'are not or are guilty' of sex with/without consent, which constitutes
statutory rape.

PS - when my 17yo girl friend and I (20yo) eloped, the marriage license
clerk made me go and get parental permission, but not her...c1961
