All participants, sysops and non-sysops alike, are members of fido.
There are several categories of memberships -

Regular Members
Associate Members
Commercial Members
Honorary Members
Life Members
Freeloader Members

Being a sysop is NOT a requirement for membership.  Paying dues is NOT a
requiremement for membership.  The only real requirement being to have
an interest in electronic communications.  And even that requirement can
be waived (although I do admit it would be rather difficult to send and
receive fido messages written in pencil and paper).

BTW, there is such a thing as the Lead Pencil Club.  It is a real
club, with real members, who pay real dues.
