    According to the Ukrainian constitution any region of the Ukraine
cannot separate without holding an all-Ukraine referendum. It looks like
Scotland, for instance, cannot separate from the UK without all-UK
referendum. But I strongly believe that nobody in Scotland will honor
the opinion of people in England and Wales on the issue of Scotland
independence.

    The similar provisions were in the constitution of the USSR. A
special referendum was held on the issue of the union integrity, and
most people voted for a single state. Therefore, the Ukraine actually
could not declare independence without violating the USSR laws. But when
the center is weak, in chaos, and separatist tendencies in the regions
are strong, the constitution is not an obstacle. In this case it is
better to honor the will of people, who is looking for separation. And
if you try to keep them forcefully you risk get a heavy, bloody
violence.

    As I said it happened like in the USSR. The "central magnet" was
damaged, and the national regions felt no desire to be together, at
least politically. The people who switched off the central magnet should
be blamed for the state collapse.

    Maybe Putin could act more clever. He could have showed the world
more clearly that Russian troops did not play any role when the Crimean
parliament made its decisions. But he has lost the propaganda war.

    These two armies had nothing to fight for. The Ukraine arm forces had
only one choice: either to sit calm in their barracks or to move all its
military to the street of Crimean towns, to surround the Crimean
parliament etc. But it was impossible to do without killing civilians,
and the Ukrainian army had the strict order not to shoot people. The
Ukraine riot police was in dismay after the Kiev events and could not
help either.
