Then they are either unlucky or inept or trying at the wrong times.

Which is clearly an error -- perhaps a misunderstanding of what it is
supposed to mean.   Once you get by that, you could connect with him if
you wished.

And at least a half dozen such connects in the span of a week or so
before that.  That is the last time I tried.   Note that the 0300 time
is EST and is what I believe is Z4's ZMH.  Don't know what that equates
to in your time zone.

He is reachable much more than that.  As I said above, I consistently
made connection more than a half dozen times over the span of a week or
so.  You are wrong.

I agree on that -- many of the nodes in Z4 carry that flag.  I suspect
that is a misunderstanding on their part as to what the flag is supposed
to mean.

Get over it.  Z4 nodes are not using the ICM flag correctly.  Live with
it.

As has been said multiple times in the past, and again today -- ICM has
most likely been listed in error.  Accept that and move on.

There goes that mantra of yours again.  If you feel so strongly about
it, file a PC against him for having an inaccurate flag in his nodelist
