It ain't gonna happen that way!  It would probably be much more abrasive /
abusive...

As long as an ISP is getting revenue from a spammer, you're likely to be
ignored.  Pay the ISP to NOT take spammer accounts.  Level a service
charge against the ISP for taking up your time to remove his trash.

I can agree with you and it is going to be a much more contentious issue in
the future when you consider the manhours (money) now wasted in the
removal...
