If setserial is like mgetty them all it does is control the modem
or the peripheral. You don't need setserial for faxes, modems or
for the mouse provided you have the software for the device.
Where setserial and mgetty are used is when you cannot for some reason
use the manufacturers software, as is often the case with Linux.

Yes via the software. The serial port is benign and accepts data at 
what ever speed the hardware and software send it to each other up
to its maximum through put.

I have no idea what a db9 serial port is. I am talking about your
run of the mill serial. The software just tells the hardware the
rate at which to send data and sets compression if necessary.

Now you are just being bloody silly. How can you expect me to

KPPP is the modem dialer for isp connections, it is hardly supprising
it dosn't do fax. Can you login to your isp with your fax machine?

You can however dial and be dialed, recive and send faxes with a
modem. All the software does is program the NVRAM to expect fax
transmition. That's why the first instance of a conection is called
the hand shake. Both the sender and reciever need to establish
the type and speed of the data flow. The serial is just a through
put device and plays no real part in setting the transfer speed.
